'You need permission' in Google Drive
The you need permission error in Google Drive means the signed-in account is not on the file's access list. It is most often caused by multiple signed-in Google accounts in one browser, where the link opens under the wrong profile even after access has been granted to the correct one.

Rule out the account before touching sharing
Open the link in a private window and sign in with the intended account only. If it opens, the file permissions were always correct and the browser was resolving the link under a different profile, which no amount of re-sharing will fix.
Check the address the access was granted to as well. Granting access to a personal Gmail address when the person opens links from their work profile produces exactly this error and looks like a Drive fault.
When it is genuinely a policy or ownership problem
If the recipient is outside the organisation, external sharing may be restricted for the owner's organizational unit. The owner sees a successful share; the recipient sees the permission wall, because policy is applied at delivery.
If the owner has left and their My Drive was deleted, the file may no longer exist to share. This is the failure mode that shared drives remove entirely, which is why we move team-owned material off My Drive during any migration.
- Test in a private window with one account signed in.
- Confirm which address the access was actually granted to.
- Check the owner's organizational unit for external sharing restrictions.

In our support data the single most frequent cause of this error is not a permission mistake at all: it is a browser holding several signed-in Google accounts and resolving the link under the wrong one.

- Almost always because the browser opened the link under a different signed-in Google account. Open the link in a private window with only the intended account signed in to confirm.
- Can an admin grant themselves access to any file?
- An administrator can transfer ownership of files owned by a user in the tenant, but cannot silently read arbitrary files. Shared drive content is managed through drive membership instead.
