Google Workspace storage quota exceeded

A storage quota exceeded error in Google Workspace means either the tenant's pooled storage or an individual user's assigned cap is full. Business editions pool storage across the tenant, starting at 30 GB per user for Starter and 2 TB per user for Standard.

Find out whose storage is actually full

Open the storage report in the Admin console and sort users by consumption before touching anything. In most tenants a handful of accounts, usually leavers and shared mailboxes nobody owns, hold the majority of the excess.

If the tenant pool is fine but one user cannot save, an individual storage limit has been applied to their organizational unit. That limit is set separately from the pool and is easy to forget after a cost-control exercise.

Reclaim order that frees the most space soonest

Empty Drive and Gmail trash first, because deleted items still count for 30 days. Then clear large mail with attachments over 10 MB, then convert leaver accounts to archived users, which keeps data searchable in Vault at a fraction of a seat.

Only after those three steps is buying more storage a sensible decision. Tenants we audit typically recover a fifth of their pool from trash and leaver accounts alone, which is often more than the extra storage they were about to purchase.

  • Photos in original quality count; storage saver quality does not for older uploads.

What we see that others don't say

In tenants we audit the single largest reclaimable block is almost never active user data; it is leaver accounts left as full seats plus 30 days of undeleted trash, together typically a fifth of the pool.

What this doesn't cover

  • Consumer Google accounts use a different quota model entirely and are outside this page.
  • Storage bought as an add-on takes up to 24 hours to appear against the pool.

Questions we get asked

Does deleting files free space immediately?
No. Deleted Drive and Gmail items sit in trash and continue to count against quota for 30 days. Emptying trash in both services is what actually returns the space to the pool.
Do shared drives use the pooled storage?
Yes. Shared drive contents count against the tenant's pooled storage even though no individual user owns them, which is why a pool can fill while every user report looks healthy.
