This Google Workspace account has been suspended
A suspended Google Workspace account keeps all of its data and continues to consume a licence, but the user cannot sign in and new mail to the address bounces. Suspensions come from one of 3 sources: an administrator, unpaid billing, or Google's abuse systems, and only the first can be reversed in the Admin console.

Identify which suspension you have
Open the user in the Admin console. An administrator suspension shows the account as suspended with a restore control available. A billing suspension usually affects the whole tenant at once and is visible on the subscriptions page instead.
An abuse suspension is the one that cannot be cleared locally. It typically follows outbound spam from a compromised mailbox, so the account is the symptom and the credential compromise is the incident.
Before you restore, close the hole
Restoring a compromised account without resetting the password, revoking sessions and removing rogue forwarding rules simply reopens the same route. Check filters, delegation and connected apps in the same visit.
If the suspension was a cost-control measure, note that suspended accounts still bill. Converting the person to an archived user is the version of this that actually reduces the invoice while keeping their mail searchable in Vault.
- Reset the password and sign out all sessions before restoring.
- Remove unrecognised forwarding rules, filters and app passwords.
- Check whether the address should become a group rather than a live seat.
What we see that others don't say
Suspended accounts are the most common invisible line item we find at renewal, because teams suspend leavers as a cost measure without realising a suspended seat is billed at exactly the same rate as an active one.

Questions we get asked
- Is data lost when an account is suspended?
- No. A suspended account retains all mail, Drive files and settings. The user cannot sign in and inbound mail bounces, but nothing is deleted by the suspension itself.
- Does suspending an account stop the bill?
- No. A suspended account still consumes its licence. To reduce cost while keeping the data searchable, convert the user to an archived user licence instead.
